I'm using Community Edition The problem I have is very repeatable for me. I can reproduce it every time - but I haven't changed any code since I first reported the problem. If I enable Lightweight Solution Load, then shut down VS, the
errors on the unloaded projects are reported on next start. If I disable Lightweight solution load, then shut down VS, there are no reported errors on next load. My workaround obviously (but not a solution) is to keep Lightweight Load disabled

Thank you for you feedback. Lightweight solution load excludes explicitly unloaded projects from build, but not unavailable projects. We'll address this in a future release.
